Monitoring and Evaluation although related, are in fact, two distinct sets of organisational activities. Monitoring is the systematic collection and analysis of information as a project progresses and provides a useful base for evaluation. Evaluation is the comparison of actual project impacts against the agreed strategic plans and it can be formative or summative. M&E is aimed at improving the efficiency and effectiveness of projects or operational activity in organisations based on targets set and activities planned. It helps to keep the work on track and alerts management to take corrective action when things are going wrong.

Done properly, it is an invaluable tool for good management, as it enables you to determine whether the resources you have available are sufficient and are being well used, whether the capacity you have is sufficient and appropriate, and whether you are doing what you planned to do and the ability to assess the desired impact from the output and outcomes against Strategic and action plans.

  • Designing an M&E System

M&E systems will vary for different situations, however to ensure the successful development, implementation and sustainability of a Monitoring and Evaluation (M&E) System we will consider the four essential building blocks that points to two prime foundation – political will for change and development of M&E infrastructure.

  • Political will for change

    • Vision
    • Enabling environment
  • Development of M&E infrastructure

    • Technical Capacity and Infrastructure to Supply M&E Information
    • Infrastructure to Demand and Use M&E Information
  • Leaving no stone unturned, we will look at the critical success factors and follow these key steps in the process of developing & implementing an M&E system.

    • Stakeholder Consultation & Participation
    • Translate problem statement, program goals and objectives into M&E frameworks
    • Develop M&E Framework (Determine elements to be monitored and evaluated)
    • Define indicators and identify data sources
    • Determine M&E methods for data and information collection (Develop data collection plan)
    • Determine M&E responsibilities
    • Set targets
    • Define reporting system, utilization and dissemination of results
    • Planning for Mid-Course Adjustments
    • Logic Model for developing & Implementing an M&E Plan
